Кайракуэн входит в тройку самых прославленных садов Японии наряду с Кэнрокуэн в Канадзаве и Коракуэн в Окаяме. Сад был заложен в 1842 году Токугавой Нариаки, девятым правителем домена Мито, который хотел создать место для совместного отдыха горожан. На обширной территории высажено 3000 сливовых деревьев примерно 100 сортов. В тёплый сезон сад украшают цветущие вишни, азалии, а в сентябре — кустарниковый клевер. Сливовый фестиваль проходит ежегодно в период цветения сливы. В центре сада стоит деревянный двух-трёхэтажный павильон Кобунтэй, спроектированный, по преданию, самим Токугавой Нариаки. Здесь проводились поэтические вечера и чайные церемонии с участием литераторов и вассалов.
