The birth of Project 816 originated from the special historical context of the 1960s. In response to the strategic call of the "Third Front Construction", in 1967, a construction army composed of soldiers, workers, and technicians quietly assembled. They bid farewell to their relatives and friends, went incognito, and drilled into the deep mountains of Baitao Town, Fuling, embarking on a great project that raced against time and wrestled with nature. There was no hustle and bustle of the city here, only the sound of steel brazing and rocks colliding echoed in the valley; without the company of relatives, only the belief of "forging a sword for the country" took root in their hearts. At the beginning of the site selection, the survey team experienced the twists and turns of "three entries and three exits", and walked for several months in the mountains and ridges, and finally selected this mountain with hard geology and strong concealment. The entire project uses the mountain as a natural barrier, digging dozens of meters down from the surface, and then expanding horizontally to create a huge underground space. Without large blasting equipment, the builders used steel brazing and iron hammers to dig one hammer at a time. On average, 120 steel brazing rods were consumed for every 1 meter of advancement. Many people's palms were calloused, and their fingernails were cracked, but they never flinched. From 1967 to 1984, in the past eighteen years, tens of thousands of builders left their youth and even their lives in this deep mountain, and finally built an "underground palace" with a total area of 104,000 square meters underground.
